If he did this with the State of Vermont, what has he done with the other states he’s billed? And what about the bills to the Federal Government? Just how much has he been charging, for how many hours of work, and performed by whom, during the past year or two? And why should he not be made to disgorge whatever he unjustly enriched himself by? And pay a penalty too?
