Houthi Leader Threatens Unnamed Foreigners If They Persist In Meddling

The video of the Houthi leader is up at MEMRITV, where the clip refers to the threats made to “Western interests.” Is that the only possibility? The speaker threatens foreigners, outsiders, who are opposed, presumably, to the Houthis. I think it is possible he is referring to Saudi Arabia, and warning that not only can Yemenis come across the border in great numbers (the Great Wall has not yet been built) but that the co-religionists of the Houthi, the Shi’a who inhabit the oil-bearing Saudi province of Hasa, can do a lot of damage to the economic interests of Saudi Arabia, should the need arise. Why is that not a plausible reading?
